Philip has a deep knowledge of licensing policy.

Having helped to devise the first stress policies (sometimes called cumulative impact policies), and having devised some of the earliest licensing policies under the Licensing Act 2003 as well as sex policies under the Local Government (Miscellaneous Provisions) Act 1982.

He has also been in many of the leading cases on the subject as a leading licensing advocate.

He has advised over 100 licensing authorities on their licensing policies and has lectured many more in his well-attended licensing masterclasses. He is therefore well-placed to assist local authorities in the development of their own policies, whether under alcohol, sex, gambling or other licensing legislation.
